MANDATE OF AUTHORITY  

  • Civil Protection delegates reserve the right to interrogate and/or charge anyone under reasonable assumption that they have committed an infraction.
  • Civil Protection delegates reserve the right to enter one’s residence or place of work without prior notification or warrant. 
  • Civil Protection delegates reserve the right to apply significant physical force to an offender proceeding 3 warnings. 
  • No Civil Protection Officer is responsible for the possible death of a suspect. 
  • No Civil Protection Officer is responsible for damaged property.
  • No Civil Protection Officer is responsible for any injuries sustained by a suspect. 
  • Civil Protection delegates are to see an assignment to its utmost completion, or else they shall face consequence. 
  • Civil Protection delegates are to maintain anonymity at all times. 
  • Civil Protection delegates are not to discuss matters of the Combine Overwatch with regular citizens.   
  • Civil Protection ground units reserve the right to sentence at will during a Judgement Waiver or similar contingencies. This includes amputation. 
  • Civil Protection units are to understand that they must uphold stability at all costs, including their own safety. 

VIOLATIONS

LEVEL FIVE CIVIC MISDEMEANORS 

  • 14 VERBAL INDISCRETION | Any form of verbal communication in any uncivilized way that exceeds a normal talking voice, such as yelling, shouting, excessive inappropriate language and screaming unless it is for assistance. 
  • 15 MOVEMENT TRANSGRESSION | Any form of movement that exceeds general walking or jogging. This includes constant climbing on CMB infrastructure. 
  • 17N NON-COHESIVE DETACHMENT | Loitering or standing in an area considered suspicious.
  • 19 CIVIL PRIVACY VIOLATION | Invading the personal space of another.
  • 21 NON-SANCTIONED DISPOSAL | Improper dumping of waste or other items away from designated receptacles. 
  • 27 ATTEMPTED CRIME | Attempting to commit a low level crime and failing. 
  • 28P PETTY INCITE | Encouragement of Anti-Civil Activity Level 5. 
  • 507 Failure to Comply With Civil Request | Disobeying a direct order from any Overwatch personnel.

LEVEL ONE CIVIC MISDEMEANOR 

  • 17F FUGITIVE DETACHMENT | Intentionally trying to hide from Overwatch forces.
  • 28 FELONY INCITE | Encouragement of Anti-Civil activity Level 3 or higher.
  • 30 IMPROPER FUNCTION | Being intoxicated in public. 
  • 48 THEFT | Stealing items owned by another person or organization.
  • 62 FALSE ALARM | Intentionally alerting a protection team with an invalid reason or activating an alarm for no reason.
  • 95 ILLEGAL CARRYING | Being in possession of non-sanctioned items. This includes clothing, tools, unregistered drugs and materials.
  • 99 RECKLESS OPERATION | Failure to adequately complete important tasks.
  • 105 OBSTRUCTING PROTECTION | Performing an action that hinders the operational ability of Civil Protection delegates. 
  • 186 FAILURE TO IDENTIFY | Attempting to conceal one’s identity & civil status. 
  • 408 CRIMINAL DAMAGE | Actively attempting to or succeeding in destroying or damaging part of the urban infrastructure.
  • 415 CIVIC DISUNITY | Disturbing the peace in any way, shape, or form. 
  • 420 POSSESSION OF NARCOTICS | Carrying of non-standard recreational drugs.
  • 603 UNLAWFUL ENTRY | Trespassing into a restricted area under the possession of another citizen or the CMB. 
  • 594 VANDALISM | Defacing of infrastructure. 

LEVEL 5 ANTI-CIVIL ACTIVITY | SOCIO-ENDANGERMENT LEVEL 1 

  • 27B ATTEMPTED FELONY | Attempting to commit a terminal verdict and failing.
  • 51 ARSON | Deliberate setting of fire to property.
  • 63 CRIMINAL TRESPASS | Trespassing into an area restricted to Overwatch forces.
  • 63S ILLEGAL IN OPERATION | Engaging in anti-civil activity as an accomplice to another. Includes providing aid or assistance to anti-citizens in any manner.
  • 69 POSSESSION OF RESOURCES | Being in possession of CMB technology or otherwise hazardous objects.
  • 94 WEAPON | Being in possession of any form of weapon that could be used to kill or seriously injure. 
  • 98 IDENTITY THEFT | Concealing your identity by any means, possessing the ID card of another. 
  • 148 RESISTING ARREST | Any form of resistance against Overwatch forces whatsoever.
  • 182 INACTION | Failure to report infractions of Socio-Endangerment.
  • 183 CONSPIRACY | Actively conspiring against the Union in any manner or actively speaking out against/contradicting the CMB.
  • 192 MANSLAUGHTER | Unauthorized killing of a civilian without malice or contempt. 
  • 288 NON-SANCTIONED PROCREATION | Unauthorized sexual activity, whether forced or not.
  • 415B CIVIC INCURSION | The act of aggravated assault against another citizen with the intent to harm, regardless of intent, including robberies and kidnappings. The victim is authorized to defend their self ONLY if no other means of alerting a Civil Protection Team is available.
  • 422 CAPITAL MALCOMPLIANCE | Actively operating against the Combine Overwatch in a way that could result in severe civil unrest.
  • 647E MISCOUNT | citizen that is unaccounted for, or is no longer of no use to the CMB. 

LEVEL 1 ANTI-CIVIL ACTIVITY | SOCIO-ENDANGERMENT LEVEL FIVE

  • 51-B THREAT TO CIVIL PROPERTY | Actively engaging in destructive behavior towards technology, resources, or CMB infrastructure; Bombing.
  • 243 ASSAULT ON PROTECTION TEAM | Any form of attack on or physical aggression toward Civil Protection delegates.
  • 245 ASSAULT WITH DEADLY WEAPON | Any attack that involves the use of weapons with the intention to kill. 
  • 187 MURDER | Unauthorized premeditated killing of any individual.
  • 250 ASSAULT ON HVI | Any form of attack on or physical aggression toward persons classed as High Value Individuals.
  • 404 RIOT | Participation in anti-civil behavior or protest by large groups of citizens. 
  • 505 EVASION BEHAVIOR | Attempting to evade Overwatch forces during prosecution.

  • Code 7: Begin ration intake. 
  • Code 8: End ration intake. 
  • Code 12: Regular patrol status.

 TERMINOLOGY

  • Accomplice: An individual providing aid to a standing anti-citizen or non-citizen.
  • ADW: Assault with a Deadly Weapon.
  • Airwatch: The airborne extension of Overwatch forces. This refers to scanners, hunter-choppers, gunships and dropships. 
  • Amputate: To execute a target. 
  • Angle: To assume a tactical position.
  • Anti-Citizen: A confirmed opponent of the Combine.
  • Apply: For a citizen to give information to a Unit, typically during a Loyalty Check. 
  • Biotic: A non-specific designation typically referring to non-manipulative xenian lifeforms. This can encompass vortigaunts or antlions. In most situations it refers to vortigaunts.
  • Block: A residential area or location.
  • BOL: Be On the Lookout. 
  • Cauterize: To permanently restrict access to a location. 
  • Clamp: To temporarily restrict access to a location.
  • Coagulate: To spread out across a wider location. The opposite of assemble.
  • Deservice/Deserviced: Referring to the death of an Overwatch unit, either Civil Protection or Transhuman Personnel.
  • Dislocate: To knock aside, destroy, or damage. Typically refers to destruction of cover on an enemy target.
  • DOA: Suspect is Dead On Arrival
  • Document: To examine the identity of a given person, or to update their datafile with their committed crime.
  • Escort: To accompany someone or something for protective purposes.
  • Exogen: Antlion or its associated grubs/guard types.
  • Expired: Deceased/Eliminated
  • Expunge: To eliminate a target. Different from amputate, this typically refers to combat scenarios involving hostile opponents. 
  • Flash: To engage with overwhelming numbers, speed, and force.
  • Flint: To inject rapidly in small, offensive teams.
  • Flush: A brief surface-level screening/search of a location for signs of anti-civil activity.
  • GOA: Suspect is Gone On Arrival. 
  • Hardpoint: Important defensive position. 
  • Incursion: A breach of socio-stability.
  • Infection: Anti-civil influence on an area. 
  • Inject: To breach into a location.
  • Inoculate: To secure an outbreak or eliminate a threat to socio-stability.
  • Inquire: To interrogate or question.
  • Inspect: Evaluate the status or condition of a situation or area.
  • Interpose: Refuse or other objects being used as cover from fire.
  • Isolate: To separate a subject or a group of subjects. 
  • Key: An important location within the general vicinity, usually one most vital to Combine forces in the area.
  • Laceration: Leakage of confidential information, terminology, or identity.
  • Lock: To lock one’s position or hold at a present location.
  • Malcompliance: Failure or refusal to cooperate.
  • Malignant: A persistent threat to socio-stability.
  • Maneuver: To flank or otherwise move forward in a non-standard fashion.
  • Midnight: Non verbal communication authorized. This means to remain totally silent, until ordered otherwise. 
  • Migrate: To relocate in a methodical, procedural manner.
  • Necrotic: Parasite host. “Zombie” 
  • Non-citizen: Any individual with revoked or no citizenship, although does not pose an immediate threat to socio-stability. 
  • Outbreak: Loss of control to anti-civil elements within an area. 
  • Pacify: To render a threat incapable of resistance. This usually means to make them unconscious through the use of the stun-baton.
  • Parasite: Xenian creature that forcefully controls its victims. 
  • Preserve: To re-establish or maintain socio-stability in your area.
  • Pressure: To apply continued force/attack to a target to an unrelenting degree.
  • Prosecute: To administer a verdict or engage in combat. 
  • Restrictor: Device used to halt exogen movement in an area. “Thumper”
  • Scan: To perform a search of an area, container or an individual.
  • Shield: To apply defensive tactics or to defend a designated target/location.
  • Skyshield: Airwatch forces operating in the area. This can refer to hunter-choppers or gunships.
  • Sociocide: Disruption of civility/order in a given area. 
  • Stabilization Team: A prosecutory ground team used to stabilize a situation.
  • Stabilize: To restore order.
  • Sterilize: To halt the spread of anti-civil infections by any means.
  • Sterilizer: Automated ground turret. 
  • Suspend: To cease or put an action on hold.
  • Sword: To use offensive tactics, or to hunt for a given subject.
  • Tag: To identify or verify the condition of a subject. 
  • Terminal Prosecution: Amputation
  • Usually interrogation and torture. 
  • Unrest Procedure: Some form of riot or uncontrolled disruption.
  • UPI: Unidentified Person of Interest. 
  • Verdict: Punishment carried out by a Civil Protection delegate. “Verdict” may also refer to bullets. 
  • Viscerator: Rotary bladed combat drone. “Manhack” 
  • Void: To disengage from all other tasks and begin a complete purge of an area of operations at all costs.
  • Witness Sterilization: To amputate any and all subjects that are in possession of knowledge that may be used against Overwatch and the CMB. 
  • Zero: To close in upon; concentrate firepower on an exact target location.

PROTOCOLS

RESPONDING TO INCIDENTS: Civil Protection delegates are here to uphold the safety of City 17 by being the immediate responders to an incident of anti-civility. However, they must practice some guidelines when responding to crimes in order to ensure their own safety. 

  • Officers responding to an incident must relay information over the radio beforehand, be it their location, details of the incident itself, etc. 
  • It is advised that Officers not respond to incidents of Anti-Civil Activity Level 1 or higher without at least one other officer. 
  • At any given moment, up to 4 Officers may respond to an incident unless the incident falls under Socio-Endangerment Level 5 or higher. 

USE OF FORCE: Use of excessive force, while not deterred, may contribute to de-stabilization within the area. Use of force, or ‘hands-on’, is authorized proceeding three warnings from the officer. If a subject is restrained and requires pacification/re-education, it is advised that the act be done in a secluded area with few witnesses, so that stability isn’t harmed. 

REVITALIZATION: During revitalization units may replenish their needs, whether it be ration intake, resupplying ammunition, or resting. Revitalization is authorized by Rank Leaders or higher. 

RADIO USE: Every Civil Protection officer is issued a radio transceiver embedded within their helm. Proper use of this radio is key to ensuring the discretion of Overwatch operations. Remember, officers are anonymous, and most of their communication is done over the radio. To ensure that no malignant elements infiltrate the line of communication, it is advised that Civil Protection members speak over the radio in short, coherent sentences, and use proper radio codes and terminology in order to maintain secrecy. Officers may request permission from Rank Leaders to speak freely over the radio, once ensuring that the frequency is secure. 

FAMILY COHESION: Do you have any relatives or loved ones within the sector? Congratulations. Members of Civil Protection are allowed to stay in constant contact with any relatives/loved ones they may have as a reward for their service. The Combine Overwatch shall ensure the protection of your family, and even subject them to rewards and accommodations. However, the performance of an officer in the line of duty will greatly impact the cohesion of their family. If an officer under-performs or fails to complete their assigned tasks, their family may face appropriate punishment. 

OFFICER DISTANCING: It is important that Civil Protection delegates maintain a few meters of distance between them and citizens. At any moment a citizen or group of citizens could assault you. If a citizen shall invade the personal space of an officer they must be warned to immediately isolate. If the citizen persists they shall be charged with a 19; Civil Privacy Violation and re-educated.  

LOYALTY CHECK (//Pick Up That Can): At any moment, a Civil Protection officer may halt any citizen they see and ask them to complete a routine Civil Loyalty Check. The citizen may be asked to give their identification to the officer, they may be asked a series of questions by the officer, they may be instructed to do whatever the officer deems necessary to ensure they are loyal to the CMB. Failure to comply with a Loyalty Check will result in a 507; Non-compliance charge and the subject shall be re-educated immediately. 

DETAINING A SUBJECT: When detaining a suspect, make sure that they are pacified and restrained. Remember to administer prosecution in a discrete area. Then transfer the subject, or subjects, back to the Precinct Station and place them in Criminal Holding for an indefinite period of time whilst they are processed. Document the subject, adding the infraction to their record. They will be released after a brief interrogation and re-education.  

FIREARMS USAGE: All officers are equipped with a 9mm handgun for self defense purposes. Improper use of this weapon is heavily discouraged. In order to facilitate proper use of firearms, these guidelines are in place: 

  • Your pistol is to remain holstered during GREEN Status unless there is an immediate threat or use of brute force is required. (ex. A suspect is resisting arrest.) 
  • Negligent discharge of your firearm will result in disciplinary action. 
  • Improper maintenance of your firearm will result in disciplinary action. 
  • Loss of your firearm will result in severe disciplinary action. 
  • Sub-machine Guns and Shotguns may not be requested by regular ground units during GREEN Status. 
  • Sub-machine Guns and Shotguns may be openly carried by Rank Leaders at any time, but this is not recommended.  
  • Some officers, with training, may be authorized Rifles for ranged engagements. 
  • When firing, it is encouraged that officers aim for the center mass of a subject for best effect. 
  • When firing automatic weapons, it is encouraged that officers fire in short and controlled bursts. 
  • Non-standard weapons that are confiscated must be registered with the Armory. Units who keep unregistered weapons will face disciplinary action. 
  • Non-lethal riot-control weapons, such as tear gas, shields, launchers and rubber bullets, will be issued during periods of unrest. 
  • Grenade type weapons, such as gas, smoke or concussion grenades, may be requested by certified members at any time, but may not be used unless the situation calls for it. 


ROUTINE INSPECTIONS: During routine inspections, Civil Protection members shall address the status of a block in order to ensure that socio-stability remains cohesive, eliminating any source of infection before it even starts. 

  • Citizens will be notified to assume their inspection positions. 
  • Civil Protection delegates shall clamp the surrounding area, ensuring no citizen leaves or enters the vicinity. 
  • Officers will then gather the residents of the building and begin their search. 
  • During the search officers shall demand identification, frisk citizens for contraband, and inquire about any anti-civil activity within the area.
  • Citizens who resist shall be met with immediate re-education. 
  • Co-operation may be rewarded with bonus rations. 
  • Once the inspection is complete officers will return to their normal duties. 


PATROL TEAMS (PTs):

  • Teams of 2-5 units make up a standard Patrol Team, or Protection Team. 
  • Units may not patrol alone outside of the immediate area of the station/nexus. 
  • When beginning and ending a patrol, the leading unit is to announce it over the radio. 
  • The PT call sign shall be stated as “PT-[Tagline of the leading unit]. 

    • Ex. “<::Patrol Team ALPHA-3; beginning 11-97 at 10-20: 15th Street. Members are ALPHA-4 and BRAVO-5.::>” 


UNREST PROCEDURE: 

  • Use of high caliber weaponry is granted. 
  • All citizens must return to their housing blocks. Citizens found violating curfew laws may be prosecuted. 
  • Units must organize into Patrol Teams before beginning operations in order to avoid confusion. 
  • Patrol Teams shall sweep the sector in search of threats. 
  • Hardpoints shall be fortified in order to deter incursion. 
  • Unrest Procedure may be called during Code YELLOW or higher. 

JUDGEMENT WAIVER/AUTONOMOUS JUDGEMENT:

  • General Unrest Procedures shall be followed.
  • All ground units are granted the ability to sentence at their own discretion, this may include amputation. 
  • Citizens found violating curfew laws will be prosecuted on sight. 
  • Judgement Waivers may be activated during code RED levels of socio-stability. 

SOCIO-STABILITY LEVELS:
GREEN: Socio-Stability is holding cohesive at 80-100%
YELLOW: Socio-stability is holding at 50-79%
RED: Socio-Stability is holding at 20-49%

BLACK: Complete fracture of socio-stability. 
RANK STRUCTURE

  • Precinct Captain

    • The top commanding officer within the Precinct. They often coordinate with Dispatch to deliver assignments to all their units. They are second only to the Minister of Civil Protection. 

  • Lieutenant

    • Lieutenants are the secondary commanders of the Precinct, often supervising an entire shift. They are in command of 2-3 Protection Teams, or about 15 ground units. They often schedule patrols, sweeps and other larger operations, acting as the first commanding officer in line when something occurs. 

  • Rank Leader

    • Veteran units of Civil Protection, Rank Leaders are the specially trained heads of a Protection Team, commanding 4-8 units. They are entitled to much better rewards than standard officers and become eligible for higher positions within the Overwatch military through the process of memory and bodily augmentation. In essence, they are the cornerstone of Civil Protection. 

  • Officer

    • The bulk of Civil Protection. They uphold many of Civil Protection's duties in the effort to keep City 17 safe. Their basic roles include patrolling, maintenance of CP equipment, coordinating with the citizenry in order to encourage collaboration, reporting on anti-civil activity, prosecuting subjects, and more. 

  • Cadet/Recruit

    • New entries into the Ministry of Civil Protection. Cadets are probationary officers who fulfill basic duties within the Precinct while they are evaluated for training. They carry minimal equipment, and are advised not to patrol unless supervised by an Officer. Once they are trained they are immediately assigned to a Protection Team. ​​​​​​​


WEAPONS CERTIFICATION: 

Units with this cert. are authorized to deploy the G36C carbine, G3A3 rifle and various explosives from the armory during periods of severe unrest. Failure to return provisional rifles and explosives will result in punishment.
